We generally see two types of war in the world, through direct battle and through propaganda. Pakistan has the expertise in propaganda war, mainly against India. The fresh example of this is a letter written by Pak leaders to China in regard to riots in Muslim majority Xinjiang province of China. Expressing solidarity with the Chinese Government over the recent communal conflict in Xinjiang, the Pakistan Muslim League-Quaid (PML-Q) has said that the unrest was an attempt to destabilize China, and suggested that it was fanned by ‘hidden hands’. In a joint letter to Chinese President Hu Jintao, PML-Q President Chaudhry Shujaat Hussain and Secretary General Mushahid Hussain said they are with the people of China and would stand by them in thick and thin. The PML-Q leaders said they supported the ruling Communist Party of China’s (CPC) view that the recent spate of violence in Xinjiang was the handy work of some foreign and home based forces. “The PML-Q agrees with the CPC leadership that certain forces at home and abroad – the forces of religious extremism, separatism and terrorism – are fearful of a peaceful and stable China, and this heinous violent crime was elaborately planned and organised by these forces to destabilise China,” the letter stated. It said the violence was targeted at destabilizing China and weakening Pakistan and South Asia, as ‘China’s positive role in foreign affairs is a source of strength and stability for the region.’ The PML-Q leadership backed the steps taken by Beijing in order to counter the Xinjiang insurgency, and added that it hoped the conspiracy behind the unrest would be revealed soon. “We are convinced that with the wise and just policies of the CPC, unity and harmony will prevail, and all these conspiracies against China will be foiled.”
The recent conflict between India and China can be seen in this perspective also. China is also trying to harass India by starting its projects in Pak occupied Kashmir (PoK) and giving controversial statements regarding Jammu and Kashmir and Arunachal Pradesh of India. Now, a new concern for India is the statement given by a powerful separatist leader of Assam, Prabal Niyogi, in which he has said that due to non-favorable environment of Myanmar and Bangladesh extremist ULFA rebels are trying to set up their training camps in China. Niyogi said this on the side line of a conference on October 7, 2009 in Goahati on the topic “Conflict Management and Transformation of Ethics Nationalists and Societal Conflicts”. If China gives these rebels a green signal to set up their training camps on its soil then it could create a major problem for India.

While New Delhi certainly would not like China to play the role of “mediator” between India and Pakistan, there is a lot China can do to end terrorism in the region by capitalizing on its influence with Pakistan.
